Who Should Play on December 19?
Let's assume Ohio State plays in the Big Ten Championship Game. I'll put in the rule that the two teams cannot have played in this regular season (I don't know if the Big Ten will enforce this or not).

Big Ten Championship: Ohio State (5-0) vs. Northwestern (5-1)

Indiana (6-1) vs. Iowa (5-2)
Maryland (2-2) vs. Wisconsin (2-2)
Penn State (2-5) vs. Illinois (2-4) - The Schmolik Bowl as I graduated from both schools
Michigan (2-4) vs. Nebraska (2-4)
Michigan State (2-4) vs. Purdue (2-4)
Rutgers (2-5) vs. Minnesota (2-5)

Indiana just played Wisconsin so Iowa is the next best West opponent. Michigan/Nebraska is the "big name, disappointment" game (Penn State played Nebraska). Rutgers played Illinois and Purdue and Rutgers/Wisconsin would be a laugher so they get Minnesota.

I'm not so sure how set they are on the 2 vs 2, 3 vs 3, thing that was discuessed, but you could go Purdue vs Indiana to let them get their rivalry game in, and then slot teams after that. I'm not even sure who hasnt played and who has.

RE: Who Should Play on December 19?
Updated Standings:

East:
Ohio State (5-0)
Indiana (6-1)
Maryland (2-3)
Penn State (3-5) HTH over Rutgers
Rutgers (3-5)
Michigan (2-4)
Michigan State (2-5)

West:
Northwestern (6-1)
Iowa (6-2)
Minnesota (3-3)
Wisconsin (2-3)
Purdue (2-4)
Illinois (2-5) HTH over Nebraska
Nebraska (2-5)

If you go strictly by the standings:
Ohio State vs. Northwestern
Indiana vs. Iowa
Maryland vs. Minnesota
Penn State vs. Wisconsin
Rutgers vs. Purdue
Michigan vs. Illinois
Michigan State vs. Nebraska

Rutgers and Purdue played this season. You could switch it so Indiana and Purdue and then Iowa and Rutgers would play.
