I cant read the story---but my guess is that as usual the Wapo has framed the story as negatively as possible for the Trump Administration and has left out important information that explains the situation.
That tends to be the problem with "news" today. Everyone has picked sides and nobody is interested in explaining both sides on any story. Most people in Washington---on both sides---are reasonably intelligent and are there to "help". They simply have differing views on how to "help". But every news story is written like a dime store novel painting one side as Hitler and the other as perfect angels striving to save lives. The fact people still buy into these articles written with the intelligence of an After School Special plot line is sad.

I am sure this made it all the way to Trump’s desk. Blame Trump for it raining out your picnic FFS. Someone may have made a bad decision but it most likely was one of the career guys beings fawned over now by the MSM.

Late in the article they make the comment that the department (HHS I believe) didn't have the funds to do it at the time.
