Simple, the price tag is too high. Here's the build cost of MAC stadiums after accounting for inflation (in millions) compared to college domes per Wikipedia:

Obviously the older a stadium is, the less you factor in the upgrades that happen over time and general cost of living increases. That being said, I think Idaho's experience after moving up from the Big Sky has shown that a dome like theirs is inadequate for FBS, you need to build big like Syracuse (who cut a lot of corners like not building an AC system) or intimate and acceptably large like NDSU to make it work. That basically means spending over twice as much, and it's not like the MAC has ever been flush with cash. It'd be interesting to see a MAC team (or any G5 for that matter) to play in a dome that sat 25K and was a good place to see a game, but that will never be a reality.
