What I thought was most interesting from the article is the Utah AD said the PAC is concerned about the revenue gap with the SEC and B1G.
If Utah's AD is willing to listen to expansion the chance of it happening is much higher.
Is there something special about the Utah AD I am not aware of?
It's not the Utah AD specifically. It's just that the mountain time zone schools voting as a bloc could keep the PAC from adding four Texahoma schools. Those four really want to be California focused, and not shunted into a Texas-centric division.
If that 4-school bloc isn't solid, it could happen. It could also happen if the PAC were to go all the way to 18, with the six newbies in a division of their own or in two 9-team divisions where one of the Arizona schools is assured of being in the west to secure their vote for expansion.
Two points:
1) A PAC18 would lock the Northwest schools out of SoCal which is an absolute non-starter. It would be more strongly opposed than a move to 16.
2) I don't think expansion is on Hill's mind. More likely he (and other conference ADs) have proposed moving PAC HC to lower cost facilities to cut down on the PAC's ridiculously high operational costs. I think Utah would push for more centralized offices if the PAC were to expand, or even if it didn't.
And at the risk of being an Uber-Homer, I think Utah makes a lot of sense being the lowest cost of living state in the conference but also having a pretty robust tech sector (NSA's data center is in town for a reason), good data infrastructure (google fiber up and down the wasatch front), and a built in farm team for broadcast (BYU-TV, which if like any other LDS venture, does not pay a competitive salary).
As far as Utah is concerned, they were taken by the PAC as a last ditch measure after Texas and others refused,so I seriously doubt they have much pull in PAC decision making.

If they go to 16 (by adding 4 TX and/or OK schools) and use a 4-team pod system like the WAC used from 1996-98, then the Northwest schools can still play in SoCal as often as they do now (once every 2 years on average). Of course, they would play in NorCal half as often as they do now (from once per year to once every 2 years on average), but that's not so bad because they'll also be playing in TX and/or OK once per year on average. Good recruiting grounds there as well.

Or, go to 10 conference games and stack the schedules so that the Northwest Schools play UCLA or USC each year - and in So Cal twice in 4 years. This would mean that the non-California SOUTH division schools play the EAST slightly more often than the NORTH.
Would Colorado, Arizona, or Utah really complain about playing Texas and Oklahoma slightly more often than Oregon and Washington?
