Yes. I believe that city was Malmo.
The screw up wasn't so much feminist as stupid environmental wacko decision making...

They planned snow removal with an eye toward promoting green behaviors — cycling, walking and taking transit...
they plowed the bicycle lanes so cyclists could get through,
then sidewalks so walkers could get through...
they treated roads last as an antagonistic bird flip to car drivers...

not thinking through that BUSES also need the roads cleared.

It did pretty much shut down the city.

But the push was not for environmental reasons. They focused on the transportation methods which was more likely to be used by women.
