He meant that around the program there was a lot of negativity.

My mom taught geography at MSU and UM for many years.

She was literally told to pass the BB athletes and refused at one point. So.. she was called in to the higher-ups offices and informed how things worked.

Mom was pretty upsetz --- told me about it.
I said, "Don't worry, mom. They'll never need to know whether they are in China or Timbuktu."
