Not when it directly relates to policy or the state of affairs. Bush was brought up for the sake of reasonable comparison when speaking of the economy, wars and deficits, etc.
And I have no problem with anyone bringing up Obama now when making the same comparisons now.
But this is not one of them. This was an innocuous comment not even made by Obama...with him not doing anything even remotely resembling "stepping in" as of yet.

This is overblown. Past presidents rarely criticize sitting presidents, and when they do they usually wait a while after inauguration. Sounds like sour grapes otherwise. It's obvious that this is just a discussion of if/when/how President Obama might engage in the public debate. The only really interesting thing about this is Earnest's curious use of the "red line" expression. I would have thought a guy who was hired to be a thoughtful and careful speaker would have stayed away from that loaded turn of phrase considering President Obama's history with it.
