Early Signing Period
On Friday morning, the NCAA voted to approve the creation of an early football signing period for high school prospects to sign their National Letter of Intent in December.
Although the NCAA has approved the December signing period, the Conference Commissioners Association, who manages the National Letter of Intent program, still needs to approve the measure.

This probably helps everybody except the football factories. It helps most the Top 40 but not Top 10 programs. People who lose a lot of last minute scholarships to the factories when they grey shirt, etc. This is a good first step to putting a stop to the whole "I'm committed to school x for sure, but I'm going to go ahead and take official visits to 20 more schools..."
You'll see a lot of this, particularly from no non-sense recruiters like Paul Johnson:
You're committed are you? Sign that NLI. Don't wanna sign? Fine. We'll look elsewhere.

Absolutely meaningless legislation. The early signing period should have been in August to allow the kids that had made their decision to enjoy their senior year without getting hounded by schools.

It helps teams that make coaching changes after their bowl game.

Yeah, I don't get why you need a signing period a few weeks before the current one but I think it will serve a purpose.

The legislation was part of an extensive bundled, congressional-like bill and aims to accomplish the following...
Changing the recruiting calendar to 1) allow for an early signing period in December (effective Aug. 1). Only the Collegiate Commissioners Association can create new National Letter of Intent signing periods.
2) Adding a period for official visits that begins April 1 of the junior year and ends the Sunday before the last Wednesday in June of that year. Official visits can't occur in conjunction with a prospect's participation in a school's camp or clinic (effective Aug. 1).
3) Preventing Football Bowl Subdivision schools from hiring people close to a prospective student-athlete for a two-year period before and after the student's anticipated and actual enrollment at the school. This provision was adopted in men's basketball in 2010 (effective immediately, though schools may honor contracts signed before Jan. 18, 2017).
4) Football Bowl Subdivision schools would be limited to signing 25 prospective and current student-athletes to a first-time financial aid agreement or a National Letter of Intent. Exceptions would exclude current student-athletes who have been enrolled full-time at the school for at least two years and prospective or current student-athletes who suffer an incapacitating injury (effective for recruits who sign after Aug. 1, 2017).
5) Limits the time for Football Bowl Subdivision coaches to participate in camps and clinics to 10 days in June and July and requires that the camps take place on a school's campus or in facilities regularly used by the school for practice or competition. Staff members with football-specific responsibilities would be subject to the same restrictions. The Football Championship Subdivision can conduct and participate in camps during the months of June and July (effective immediately, though schools may honor contracts signed before Jan. 18, 2017).
6) Allowing coaches employed at a camp or clinic to have recruiting conversations with prospects participating in camps and clinics and requires educational sessions at all camps and clinics detailing initial eligibility standards, gambling rules, agent rules and drug regulations (effective immediately).
Allowing Football Bowl Subdivision schools to hire a 10th assistant coach (effective Jan. 9, 2018).
1) Not sure if this is really that big of a deal. December or February, so what?
2) Notre Dame sees this as a huge benefit for its recruiting efforts, as it gets players to take official, paid for visits to ND much earlier than before.
(ND's recruits aren't local and this gives a chance for official visits there before too many "unofficial" visits elsewhere closer to the kid)
3) Good. Eliminate the "jobs" for a recruit's parent or high school coach.
4) Good. No more "oversigning", "greyshirts" and other BS.
5) The "Jim Harbaugh Satellite Camp" Rule. Good.
6) Meh.

“I think what we did was a great step forward for the future of college football,” said James, who was among those who passed the package in a 14-1 vote.
“I would be surprised if it’s not in December. I think that’s at least that’s where we’ll start. Where it goes from there, who knows.”

So "one of us" pushed through a rule that pretty much accomplishes nothing. Figures it would be a Miami person at the controls seeing as they have done absolutely nothing worthwhile in football since joining the ACC.

Considering the fact that the ACC has had a relationship with the Orange Bowl that predates Miami's membership in the conference, and that the conference Miami previously called home didn't, I'd have to say you are full of crap

From 1998 to 2005, the game hosted the champion of either the ACC or Big East conferences, unless they were invited to the National Championship game, or if the Orange Bowl itself was hosting the national championship matchup.
Starting with the 2006 season, the Orange Bowl has been exclusively tied with the ACC and has used the brand Home of the ACC Champion.

An early signing period, which needed the final approval of a governing body separate from the NCAA, received the go-ahead Monday and will be in play this December.
After the approval of the Collegiate Commissioners Association, recruits may now sign binding letters of intent during a 72-hour window that begins Dec. 20.
