Did they give the drug carrier a choice?
Take a drink and you can go through, or else you have to go back to whence thou comest.

If no choice, the agents are in trouble.
If choice, the drug mule could've walked away.

The outcome was predicated upon the "Mule's" actions to break US Customs as well US Laws against illegal drugs.

Allowing him to do it was negligent in itself imo. You see something you suspect to be drugs, you take it and test it. No playing games.
