Thomas Countryman
Thomas Countryman, a career member of the Senior Foreign Service, rank of Minister-Counselor, currently serves as Acting Under Secretary for Arms Control and International Security, a position to which he was appointed on October 9, 2016. He simultaneously serves as Assistant Secretary for International Security and Nonproliferation (ISN), a position he has held since September 2011. The ISN Bureau leads the U.S. effort to prevent the spread of nuclear, chemical, and biological weapons, their related materials, and their delivery systems. My guess is that he wouldn't sign off on the Putin deal to give up 1 nuclear weapon in return for
1) The US subrogating all foreign policy to Putin
2) The US lifting sanctions
3) The US greenlighting all Putin military moves.

Considering how aggressively the Russians are modernizing their nuclear arsenal when compared to what we are doing... Give me a break with this. Obama watched the world become a more dangerous place and he either did nothing or he did the reverse of what a sane person would do.
Obama was basically like this guy when it came to foreign policy
