I wonder... COULD (not should, or would want to... if the ability is there) the NCAA design a football system where it's stratified by budget dollars?
If the NCAA really wanted to force FBS teams down into FCS, I figure that would be the simplest way to do it. There's a pretty strong correlation between top teams and top athletic budgets, but it's obviously not an absolute.
I would think also that budget numbers would be the most difficult to falsify, as that has complications from state governments.
But I guess it would require uniform reporting standards for NCAA schools, which means all the states would have to report the same (and I recall JMU fans talking about how their reporting standards are different than the other states).
Dunno, just spitballing.

What the NCAA should be looking at is football budgets, facilities and over all commitment from the schools. This is just more elitist BS. ULM has the smallest budget in FBS and they've beaten a ranked Arkansas team, Alabama, Wake Forest, and given Auburn more than they wanted.
Who gives a DAMN what their facility looks like or how much they spend on helmets. Its THEIR freaking budget. Their freaking helmets. Their freaking stadium. NOBODY SHOULD CARE.
Compete at the current level? Somebody should kick Arkansas' ass back down because they can spend BILLIONS, not win a conference championship ever, and lose to...you guessed it....ULM.

Assuming this year's trends stay the same, those in danger would be: USA, GAST, ULM, NMSU, CCU, FIU, UNCC, FAU, Bowling Green, NIU, Miami, Kent St, Akron, Ball State, and SJSU.
