I'm not sure that this is as much about "pulling a fast one," as it is about "Keeping up with the Jones'." The Jones' in this case being UTRGV.
Most colleges in the state have reported increased enrollment for years now . . Public schools have increasingly crammed college down the throats of students for quite a while. It's led to a "we've got to get bigger, offer more" mentality. I can understand that they may have looked at UTRGV and perceived a threat to their long term viability. I can't really fault their intent, perhaps the methodology or execution could have been carried out better.
The state and local reps, in the newspaper article, said they were there then said they knew nothing about anything. If you read the notes of the "secret" meeting, held about a month ago, those same reps were there and are on record (meeting minutes) as saying they were (would) going to try and slip it into the next legislative session in January. That, to me, is sneaky and underhanded and smacks of deniable culpability. ie: unscrupulous

over the many years since I went to A&I and have followed them, they never seemed to get caught up in the big conglomerate school thing. it still is a pretty cool school with that small college and small town feel and they have their generations old rivalries. the people in Edinburg on the other hand have always touted panam and dreamed of making it something big time. now that they will have a med school and are getting more funding the folks up in Corpus probably feel left behind.
