Congress has rarely been able to override a veto as a percentage. That is why the power of Veto works. For example, Clinton only had 2 of his 38 vetoes overridden, which at just over 5% is the historical average, and even that might be inflated because of two somewhat unpopular presidents (Andrew Johnson and Gerald Ford) who had an unusually high number of vetoes overridden.
