Congress has rarely been able to override a veto as a percentage. That is why the power of Veto works. For example, Clinton only had 2 of his 38 vetoes overridden, which at just over 5% is the historical average, and even that might be inflated because of two somewhat unpopular presidents (Andrew Johnson and Gerald Ford) who had an unusually high number of vetoes overridden. The numbers are even lower if you include pocket vetoes.
