I believe it is only that way in D1, and that's a relatively recent change ... sometime in the 90s I think. Used to be 9 points, 3 doubles & 6 singles. Now it is 7, 1 doubles and 6 singles, and they play the doubles first. Used to play the doubles last, so if a team won 5-6 singles matches, they would often just intentionally forfeit the doubles matches.
I also heard - not sure if it is true - that some schools complained that other schools were recruiting doubles specialists and that wasn't fair. Doubles is a different skills set typically, but you still have to win on the court either way.

Three doubles matches are played first. The first school to win two matches which is one pro set (first to win 8 games) not two out of three sets, gets one point. Then the singles matches are played. Usually that is six matches so the doubles point keeps the match from being a tie.
Usually six players play in a match. They play doubles and singles in the same match. Occasionally, someone will play doubles or singles but not the other. Would be a waste of a scholarship to have someone who only plays doubles.
I know the Al and Tracy don't recruit a player just to play doubles. A player may play only doubles but that is only until they can work his or her way into the teams top 6 players or is injuried.
