Maybe. I don't think it is the actual cost but rather the subsidy they were willing to provide - albeit with restrictions.

If you want to talk big money - Liberty supposedly offered $10 million to join the conference and were turned down.

It's sarcasm.

Cajuns want out to be with teams they have more history with (though surprisingly, those calls have been relatively quiet lately).

Georgia State apparently made some jokes when they were FBS and Georgia Southern was FCS. Georgia Southern can't seem to forget this, and so in spite of them claiming to not be rivals, they constantly deride Georgia State.

That's all true and I've read threads on both their boards speculating about receiving invitations and leaving the SBC. Tulane is in the AAC so it wouldn't surprise me. If they think Tulane delivers New Orleans they could easily think GA St delivers Atlanta.
