You can't have players transferring anytime they want
Because recruiting would never stop

How would you ever construct a long term team? To be on the safest side, you would need one and done's every year.

You might wind up developing a player at the expense of other players, only to have him transfer when he gets ready to contribute.

A whole new group of folks would have jobs, though
....earwhisperers--hired by schools to pull kids away. Entrepreneurs could spring up overnight--guys who would befriend players just to market them elsewhere.

The smart player would just auction himself up without the middle man.
