0%, even if we agreed to add them by June 1st, they would still have to play one more year at the FCS level.

I think he's speaking more towards an invite going out and being accepted, as opposed to someone becoming a full member.

What are the odds?

I dunno, but this is as good a place as any to catalogue the potential impacts of the unsubstantiated rumoured/conjured changes:

CUSA - raids SB to replace UAB
Big 12 expands, takes BYU & BSU - MWC takes Idaho & NMSU ( not likely but possible )
Big12 - raids taking eastern teams instead, which dominos to raids of the SB
MWC - Hawaii drops football - Idaho or NMSU replaces ( not likely but possible )
AAC - expands to get to 12 and CCG with trickle down to SB
Sun Belt follows through on stated plan to get to 12 and CCG
other...

It seems likely that at least one of the above scenarios occurs ( including other ),
so I'm thinking the odds are good that SB 2017 will not be the same as SB 2015.
