I can't get the link to work but I'm sure that is not correct. Notre Dame favored by 14.5 sounds about right.

When you click the link, you need to select NCAA-F on the menu bar. That will drop down this week's lines per game.

I wasn't able to follow your link but my sports betting app has Notre Dame as a 14 point favorite over Navy.

ND -14 vs Navy means that Notre Dame is giving up 14 points
