IMO I think the texts answer the question. Peterson went too far because the child did not cry and Peterson felt he had to make him cry in order for the "punishment" to work.

It does make you wonder how much self control he has in these situations.

My mom tried to spank me once when I was somewhere between four and six. I felt nothing, immediately realizing she didn't have the heart for it. So I said "ow ow" and she instantly stopped. I think she almost cried, lol.
