I think they do as best they can but they move common seeds aroudn to try to avoid teams in P5 conferences from playing teams in their league in first and second rounds. This year's committee was fixed on the ACC with WFU atheletic director and one other rep, while the AAC had zero.

that's right, I forgot we were the #1 #1 seed in 08.
