That's universally fair.
Costs everyone the same proportion, even though Texas would be chipping in far more cash than U Toledo for the subsidy.

I am afraid that "universally fair" and "college athletics" do not necessarily belong in the same sentence and given the past unmitigated greed of the power conferences, I would be very, very surprised to see them subsidize player stipends for the lesser, mid-major conferences. On the contrary, I would expect them to establish some system (presumably thru the NCAA) that would further enhance the already gigantic recruiting advantage they currently enjoy over the "mid-majors" and possibly even change the transfer rules to make it easier to switch schools so if they initially let a Khalil Mack type player slip thru their net, they can correct the mistake after the player has proved himself at a "lesser" school.

Nevertheless, they are going to have to be careful as to how they approach this or they could end up with a bidding war for recruits such as currently exists for college coaches in which case collegiate football could end up as an even more exclusive club than it is now with the very same half dozen or so super teams being dominant year after year after year (which would be bad for the TV ratings that currently drive the monster) while the rest of the schools might bankrupt themselves hopelessly trying to keep up.

However more mid majors on networks like ESPN to fill programming voids equals a larger money pool to pay the stipend.

I suppose that every little bit helps, but the paltry $1.4 million/per year TV money the MAC gets from ESPN does not stack up very favorably when compared to the $205 million per year the SEC commands from CBS and ESPN.
