If you could corral a group of schools together to form a developmental league at the FCS level, then I'd target a demographic area and try to invest in that. I would target strong academic schools in areas the Sun Belt currently isn't located that wouldn't be in the immediate shadow of an established program. I'd make Florida a priority because of the population, passion, and talent pool there. I'd try to move as far north as Washington to try to develop some roots into a very influential city. I'd draw an imaginary line from the middle of Texas up to D.C. and look for any school near that line and to the South East of it.

I'd target schools that have qualities that give them advantages that others can't compete with. Anyone can build great facilities but not everyone can be located in a city with a million things to do, have academic prestige near Ivy League schools, or be near a beach/other hotspot. Target schools that for some reason may have all the passion and will to succeed but just haven't had the luck to put all the pieces together because when they do, they would be a sleeping giant. I would target schools without football if they could get the support to start it and grow it into a formidable program. I am not familiar with a whole lot of schools so I don't know who fits most of those profiles, and I'm sure I left out some important qualities but off the top of my head that's what I'd target.

Have the conference champions play each other in a championship game. The developmental league would win most of the championships.

Pretty sure that's what UT is doing with UTSA, although if you ask them they are the next UCLA.

I don't know...the post had it outlined well. Players who succeeded at UALR would be pushed to transfer to Arkansas and players who couldn't hack it at Arkansas could be funneled to UALR. Same thing for coaches.

It was realty humorous, and very much against NCAA rules.

and with 30k+ students and the only game in a million+ city, utsa students, fans and alumni have mostly contempt for ut-austin athletics..at least based on the ones I know..
