A&M was not going to the PAC under any circumstances. The addition of Baylor certainly wouldn't have been a motivation. Besides, UT has no intention of going anywhere as long as they can keep the Big 12 going in some form or another.
The PAC's targets were UT and CU and have been since about 1990. Scott only ran with the idea of 16 after Delaney shot his mouth off about the B1G going to 16.
Let's assume UT goes to the ACC. Which Texas schools does the PAC 12 take to get into a market that it wants so bad?
The P12 will not expand without Texas - it takes Texas to make the deal worth the trouble. Now OU will more than pay for itself, but no one else generates additional income for P12 teams. The P12 is under no pressure to expand, they are the only major conference without major conference competition. The Rocky Mountain buffer allows them to remain in a manageable size.
I think Larry Scott might disagree with you on one point, it appears he thinks Kansas (basketball revenue) would pay for itself.

The PAC 12 will stay put at 12. The only way they expand is if Nevada and UNLV grow in stature over the next few years (Example: Arizona and Arizona State)

The potential problem that the PAC 12 has overlooked is the possibility of the B12 becoming proactive (like the ACC) by dismantling the MWC and adding BYU while voting out WV. The B16 could be:
West Division: Air force/ C St (if Air Force doesn’t join), Boise St, BYU, Fresno St, NM, SD St, TT, UNLV
East Division: Baylor, Iowa St, KU, K St, OU, OSU, TCU, UT
The B12 could offer the MWC schools 3 to 4 mil each plus other incentives (the total is close to what WV would eventually make). BYU gets to keep some form of its network and basically pays for itself. If this were to happen, the PAC 12 would have very few (if any) expansion options....

If the Pac 12 expands again, it will be from the Big 12 carcass. They would like to get into Texas if possible.

If the time is after the GOR expires, the networks will have only so much power. SECond to none will take any school in the B12 it wants except for UT (it will not follow A&M). B1Greed could get KU and Iowa St, but I see KU following OU into SECond Heaven. UT has stated it would rather go east. Nevertheless, the SEC could take any other Texas schools it wants. My point: After the GOR, the SEC will get whichever schools it wants except for UT while the B10 gets sloppy seconds. If UT goes east, the PAC gets the back....

Every single school in your West division would ditch the B12 for the PAC in a heartbeat if given the invite. It might actually be better for the PAC if the B12 threw money at programs like NM and UNLV to improve their programs to the point where they're more attractive for the PAC.
BSU, BYU, and the Cal States are non-starters for the PAC, unfortunately.

Sure, why not. B12 takes a bunch of MWC schools and throws money at them. PAC waits out the GOR to see if these programs improve enough to invite.
