That will never happen for three reasons.
#1. The NCAA administration doesn't rule by fiat and they can't force anything on schools without majority consent. It takes a 3/5th majority to pass legislation and there is no way any P5 schools would vote for something like that.
#2. There is no legal way to force a school into signing a grant of rights. A grant of rights is a contract that requires a UNANIMOUS and VOLUNTARY agreement. If there's 1 negative vote, then it's killed completely. A majority/supermajority of schools cannot force any school to sign up for it, so all it takes is 1 school has effective veto power over the entire deal. The reason the Big East and American never had a grant of rights is because not everyone would agree to it.
#3. The NCAA is a voluntary organization. You can't force schools to remain associated with it against their will.

Why don't we just burn down the house of every SEC coach, have their ADs flogged in public, and then put a double barrel in their mouth until the sign on the dotted line. I mean, if you are going to go about this in an illegal manner, why not just go all out?

Actually they would just leave and form their own association. The NCAA would lose a massive amount of brand equity and slowly move towards becoming more like the NAIA.
