That's is what will happen. The bigger conferences/schools want to offer a stipend and have their own rules without the FCS and smaller Bball conferences telling them no. There will be a threshold and there will be some schools that will opt out or will not be able to support the costs of being in a 'Super' division. Basically the FBS will still be the same with the exception of some schools within dropping out as the new rules to remain FBS will change...which could affect some conferences. The FCS ranks will grow I suspect.
