My understanding of this is that it isn't legislation affecting access to these logs, per se, but rather legislation making phone companies maintain logs of text messages somewhere so LE can access them after proper procedure.

I'm not sure how I feel about this. The article goes on to say other, more invasive measures have also been put on the table. I need more information.

Yes it did. The PA was the beginning of the end for me and the GOP.
