They can relocate from CA to GA.

We have Atlanta, somewhat of a tech hub. Augusta is poised to be the next due to the US Army Signal Center. Right now we're a medical hub, but that could easily be added. A lot of military techy retirees stay due to our low cost of living, Ft. Gordon and access to the PX/Commissary/Eisenhower Army Medical Center, etc. Next closest, though I don't think it's that big, is Greenville, SC. The biggest would probably be Raleigh.

There is a special air about Silicon Valley. I've only read about it, but have a co-worker who insists it's true. There is an almost tangible quality that you perceive when you're there. People are open, enthusiastic, and cooperative (his description).
Exactly the qualities I pine for.
As for where that might be recreated? I dunno.
Austin? Maybe. I don't know if there's enough tech power. Not being on the W. Coast is a liability, but there is certainly potential for Austin.
Atlanta? Sorry, but no way. Far too many obstructionists to innovation, just try driving thru the city.
And they hate outsiders.
Seattle? High taxes there too.
Boise? Far less tech power than Austin.
Omaha? I'd be really surprised.
Phoenix? Well sure ASU is a top university, nobody would argue againt that. Tucson provides the optics portion to go w/ the photonics industry. But I still remain skeptical. Lots of Cubs fans in the area, either for the winter or permanent, and the joke is "He moved from IL and the avg IQ of both states went up." Pretty bad when your reputation is worse than chicago.

If Meg Whitman (former CEO of eBay) can manage to beat out Brown for governor, I'd guess this will start going in the other direction. It'll be tough - she's trailing him a bit in the polls.

Atlanta is a city of "outsiders". Many folks living here are from Detroit, Chicago, Boston, NYC, etc. etc. etc. and are still coming. We have one of the largest LGBT communities. Atlanta was a breeding ground for Civil Rights activities. We hosted the Olympics! GA Tech is filled with "outsiders", we've got a ton of HBCUs too. Atlanta is the home to Coca-Cola, the world's most recognizable brand, CNN, Turner television, Delta, Home Depot, AT&T, UPS, Equifax, SunTrust, etc. etc. etc.
These companies weren't turned off by Atlanta. BioTech companies are setting up shop in Atlanta. However, the thing to silicon valley is that EVERYONE is there. If one leaves, they'll be out of the loop. They'd all have to leave at the same time, and to the same place, or suffer a setback. It'll take a lot of California screw-ups to make that happen.
