I'm not sure I see how Paterson is subverting federal law.
As I understand it, the govenor has a right to pardon criminals convicted under his state laws. The rules for when a pardon should be issued are ambiguous at best and I believe the punishment being excessive for the crime is a not uncommon reason. So what he is doing is fully within his rights & responsibilities as a govenor.

I believe a pardon expunges your record while a commutation means that yoou don't have to serve the rest of your sentence.

He dropped out of the NY gov. race. He is under investigation. So, He is history. kaputt. A year after leaving office, he'll be selling pencils on a NY street corner. If he wants all the illegals to go to NY. It's fine with me, Let them live 10 illegals to a 150 sq ' Apt. NY could then become the mugging, kidnapping capital of the world. NY is bankrupt anyway. A moral wasteland to boot. It's doomed. Don't look back you'l turn to salt.
