Interesting that I heard a story (NPR, I think) that - in contrast to every other foreign relief program ever undertaken (I think) - this relief effort was not put under the leadership of the American Military, but instead USAID was put in charge. Typically, I think they work hand-in-hand, but it seems more of a political decision than one dictated by a genuine change in respective capabilities.
