What's the difference between the Drone Strikes killing terrorists and small units doing it with automatic weapons?

None.

I doubt we tell the Congress everytime we send a Drone into Pakistan. I doubt we tell them who the target is beforehand.

And if you want to argue that there is a difference between sending troops over into Pakistan to hit targets and sending Drones in, there is an observation team on the ground watching the target after the strike. They put people in the hills watching the target because usually nothing starts moving in the target area until the drones leave.
