Illinois recruitment can only help Iowa, you dont want players on your team that will give you 2 wins a year. At least Illinois takes those players out of play.

RE: Iowa's recruiting effort hurt by rise of ND and Illinois
Iowa's 2005 recruiting class was loaded with solid IL talent. Three 5*, two 4* and one 3*. Between Iowa and Michigan a lot of good players leave this state.

IL players in Iowa's 2005 recruiting class:
5* Anthony Moeaki TE Wheaton/Warrenville South
5* Dace Richardson OL Wheaton/Warrenville South
5* Dan Doering OL Barrington
4* Jake Christensen QB Lockport (started agaisnt us last year)
4* Ryan Bain DT (left Iowa)
3* Kyle Calloway OL Belleville East
Rivals and Scout had the same rankings

Scout ranked this class (with 5 top 100 players) 8th in the nation. Not bad. Teams and recruiting will ebb and flow. If this class capitilizes on the potential that landed them that 8th ranking, they'll have a chance to be a good football team and they'll be positioned to land another great recruiting class.
