You can throw the Employee Retirement Income Security Act of the '70s and the Roth IRA plan of the '90s into this notion of deferring responsibility to future generations. Saying the Bush Administration is the first in history to utilize this tactic is almost as laughable as the idea that Global Terrorism began the day Bush took office.
