I don't get it? Where is this law that would outlaw homeschooling in California? All I see, besides some rhetoric, is parents complaining they aren't getting enough public tax dollars to home school.

Do you realize what you sound like with this statement? An authoritarian. Vaguely legal? How about ALWAYS legal.
Just because there is no law on the books doesn't mean one doesn't have that freedom. The government is already way too involved in the family at this point in time.

I'm not expessing an opinion on what California law should be. I'm merely trying to describe the way it is. According to families that home school, California law does not appear to specifically address home schooling. The consensus appears to be that homeschooling is legal under four paragraphs of conditions I've listed for you.
I chose "vaguely legal," to describe this.
