It has been said that when you die in B'ham, your soul goes to Heaven or Hell through Atlanta. In Alabama, under provisions of the Constitution of 1901, all local business must go through the state legislature.

If the state legislature only had what is truly "state business" to legislate, it would have its hands full. Under the state Constitution, it is also required to micromanage every county, city, village or unincorporated hamlet. Therefore it has so much to do, it gets little actually done because too many people are pulling it in too many directions during the 90 legislative days it is in annual session.
