To summarize, Jacob Evans was not paid anything and Cincinnati is not suspected of any wrongdoing.

An aspiring agent named Christian Dawkins had a business plan that he sent out to his partners. His plan was to pay $ to high profile HS recruits and current college players. Jacob Evans is only mentioned as one of Dawkins' prospective targets he listed in his business plan.
