I am not sure, but I do believe if a Transition Team is bowl eligible, IE like Ga Southern last year, they would be selected above the 5-7 team.

I think the pecking order is:

1. 7-5 and better teams
2. 6-6 teams with no more than 1 FCS victory
3. 6-6 teams with 2 FCS victories
4. 6-7 Hawaii or teams that play 13 games due to playing at Hawaii
5. 6-6 transitioning teams
6. 5-7 teams ranked by APR
