I think Missouri State would be added regardless of what happens in the east. App State would still need a travel partner and I doubt the eastern schools would vote in Missouri State if they weren't promised another school in the east. If JMU does not accept an invite, I'm pretty sure that will mean Liberty gets the nod and they won't turn it down. If Liberty wants in the Sun Belt, they aren't competing against MSU.
