First, free speech does not necessarily extend to private property. People can be barred from certain establishments merely for speaking their mind if the proprietors do not wish them to be there. Likewise they can allow for full freedom of speech if they so desire.

Why does ncaabbs have admins and mods? Well for one there would be no site if there were no leaders like gts who kept things running. But also there are plenty of spammers, and unsavory types who would quickly drown the site in garbage making it unreadable, I ban spammers and delete spam posts at least once a week. Beyond that there are poster who wish to do nothing but make other users experience miserable. If we allowed every chumpette who wish to be a jack-hole do that, this site would lose users very quickly. To make it a more pleasing experience the mods and admins do a thankless job of cleaning up the vomit of the ceiling.

As for the spin room, in the 5 or so years that I have been modding we have banned only 2 posters. Neither contributed very much of substance. I am fully in favor of letting all viewpoints stand for all to read. I rarely censor the spin room (only few times in the years I have been here). And when I did censor post, it was not for their viewpoints.
