Depends on the small towns - I've seen plenty of overt racism and/or very polarized small-to-medium size towns but also very integrated ones. But, I was mainly talking about big cities. And, even living in a big city for 10+ years, you sometimes only get a feel for a fraction of the city (YMMV).
