I don't know where you're getting that information. The Cajuns, just like all the rest of us in Louisiana, have endured budget cuts every year since the oil business tanked back in 08. None of us have money to "throw around" at anything or anybody. One of the biggest problems for head coaches at Louisiana's universities (except for LSU) is that we all have a hard time retaining quality assistant coaches because we can't pay them what they can make elsewhere. In ULL's case, the problem was exacerbated by the fact that they were overpaying Hudspeth by about $500K a year.
Right, ain't nobody in Louisiana got money to throw around unless your LSU. Hire the best coach available. Salary range should be less than a million, 550k to 750k, and incentive based were he could earn up to a million based on accomplishments. Then try to increase the assistant coaches salaries as much as possible. Then you hope that your coach is so successful that he's hired away by a P5 school because you can't match the multi-million dollar contract they are offering him. Then you try to do the same thing again with the next hire. If you do this enough then your program will be known in the coaching circles as a good job to take and advance your career. Then hopefully one day your program and budget will have enough sustained success that you'll be known as a destination job instead of a jump start my career job.

I think salaries are flexible depending on how badly you want the coach. That having been said, I'm guessing the new coach will make in the 750-850 range with a contract heavily weighted toward incentives where the package could be worth more than $1 million per year.
But he'll have to do a lot of things right to get to that number.

Make sure your new coach knows that there is a chance of snow flurries and cold temperatures in Boone before he's hired and that he can endure a 30 minute bus ride from hotel to stadium.
