me and my friends have been tossing around the idea of buying a beat up van for tailgating. just something that we can paint up how we want and lug equipment.

Lights - definitely LEDs. Go on EBay. Lots of inexpensive stuff from China.
Whelen Engineering is the premier emergency vehicle light provider. You can find used Whelen light bars, etc. on eBay as well. When I owned the Jambulance I got to know the Whelen stuff really well.
You need to find someone who knows 12v electrical systems really well.
"Dyno Dave" did the Jambulance decals. Sign Pro on Reynolds near Angola did stuff for me too. They do things for UT so they have the proper graphics for UT including the Rocket logo, Rocketman, etc.
